Chilling the web with chill rollers is usually done so that the wound roll is not so hot that the ink results in blocking and/or offsetting. If you don't see any problems without chilling, you're probably OK not chilling, if there's not another mechanical reason that your rollers are being chilled. ...

I'm not sure I understand the question, Numby.

Your machine is tooled with sleeves or standard ('solid') aniloxes. You can't change them without serious equipment conversion that's not likely to be worth it. You must get what you've got.

Please clarify if I'm not getting it.

I don't have experience with the Bobst temperature, but every CI that I have operated or been around has kept the drum at about 90.0 and 87.8 is pretty close to that

I don't recall correlating color to banding, but I imagine it's quite possible. Each one of those inks probably behaves slightly differently, given the different pigments. The question may be, then, 'what is the difference between inks that don't band and those that do?' Metallics and white have tho...
