EPA Clean Air Act regulation changes 2011

I was just wondering if there are any other wide web, surface print, solvent based ink, flexo shops in "Ozone Non-Attainment Zones" in the U.S. that have been impacted by dramatic changes to the allowable VOC emissions from solvent? In the St. Louis non-attaimnet zone, the old limit was "under 100 tons of VOCs" for operations without VOC destruction/capture equipment. The new threshold limit was changed to "under 3 tons" in late 2011. The new regulations also say that if any flexo press in your facility has the TPE (total potential to emit) 25 tons per year, VOC destruction/capture equipment must be installed. Anyone else out there dealing with these new regulations? I'm being told that the EPA mandated these lower limits to all non-attainment zones in late 2010.
